Chris Lyons Joins Dynamic Integrated Services as Director of Enterprise Optimization Practice

A seasoned government consultant, Lyons will drive client programs and delivery

Metro Area) Dynamic Integrated Services (DIS), a CVE verified Service-Disabled Veteran-Owned Small Business (SDVOSB) government consultancy, is proud to announce the appointment of Chris Lyons as director of enterprise optimization, providing change management and strategic planning expertise to support the growth of DIS’s Enterprise Optimization practice. Lyons brings more than 25 years of experience to this new role for which he will develop intellectual capital and deliver transformational services to his clients.

Lyons is a leading collaborator in multi-million dollar government and social risk mitigation initiatives—using change management, process improvement, and performance analytics to increase effectiveness and attain strategic agency goals. He also served for nine years in the U.S. Navy where he supported the military efforts of Desert Storm, the Bosnian Conflict, and the U.S. Antarctic Research Program—flying aircrafts and directing crews for training, domestic, and international operations of deployed military units. Lyons was Chief Instructor Pilot, Aviation Safety Officer, and Maintenance Division and Quality Assurance Officer.

“Chris brings extensive experience in building and running a government consulting practice,” said Mark Forman, executive vice president for enterprise optimization and transformation at DIS. “With his experience in the Navy and organizations such as IBM, as well as his education and deep insights in strategic planning and business transformation for government, he will provide significant value for our clients and Enterprise Optimization practice.”

During his progressive leadership positions within IBM, Lyons worked on major modernization efforts, such as Project Quicksilver, which produced the first e-Government Strategy under the Bush Administration and launched 25 cross-agency e-Government initiatives. He also worked on key transformation projects including the Defense business architecture, the creation of the Office of Deputy CIO for IT Reform at the Department of Housing and Urban Development, and the Navy/Marine Corps NextGen intranet.

As a Navy veteran, joining an SDVOSB was important to Lyons in this new chapter of his career. “DIS has made a commitment to being a leader in improving and transforming government. That is a quality I think is important and one I want to be engaged in,” said Lyons. “I was attracted to Dynamic Integrated Services because of the high caliber of experienced professionals working here, some of whom I had worked with before and others that I knew by reputation.”

Lyons holds a Master of Business Administration from Massachusetts Institute of Technology, Sloan School of Management, a Bachelor of Arts in Economics from University of Maryland, College Park, and an Applied Business Analytics certification from MIT Management Executive Education. As a former non-profit executive, Lyons is an active member of the American Society for Association Executives (ASAE) and a Certified Association Executive (CAE). He is also a longstanding supporter of two environmental associations—The Chesapeake Bay Foundation and The American Chestnut Foundation. Lyons is a father of three and resides in Northern Virginia. He and his family enjoy boating on the Potomac River in their free time.
